In the past few years the use of video surveillance has
increased dramatically. Once relegated to the protection of
high value property and secure facilities, video surveillance
cameras are now recording the activities of the public in a
myriad of open and closed business, transportation and gathering
places.

As is the case with many of our new technologies, questions arise
concerning the impact of their use on civil liberties and the
public’s right to protection from unwarranted intrusion by
individuals and organizations interested in knowing
more about specific behaviors.
